'Political parties, civil servants the most corrupt': report

PETALING JAYA (June 3, 2009) : Malaysians generally consider political parties and civil service to be the most corrupt groups, and the government's anti-corruption drive to be ineffective, the 2009 Global Corruption Barometer (GCB) report revealed.

The GCB, a global public opinion survey of 73,000 respondents from 69 countries, commissioned by Transparency International, found that political parties were perceived to be the most corrupt by 42% of respondents, while 37% picked civil service institutions.

About 12% of respondents rate the business and private sector as the third most corrupt in Malaysia.

In a survey conducted globally from October last year to February, in which Malaysia participated for the first time, 67% of respondents believe the government's efforts in fighting corruption is ineffective, leaving Malaysia way behind Indonesia where 74% of respondents said the government was effectively fighting graft.

Transparency International-Malaysia (TI-M) president Datuk Paul Low said: "The reason could be the lack of transparency and disclosures in the funding of political parties. Nobody knows how the campaigns and activities of political parties are funded, in both the Barisan Nasional and opposition parties."

"If political parties want to be perceived to be less corrupt, they should increase visibility of the sources of political funding, which may require making some changes to electoral laws," he said.

"We also need to eliminate money politics," Low said, adding that this includes crossovers between parties involving money.

He said political parties should also submit financial statements which should be made public.

Malaysia's regular spot in the Corruption Perception Index is close to five out of 10 and last year it ranked 47th out of 180 countries.

Low said TI-M, with its expertise and knowledge, was willing to work with the government to fight graft because it affects the poor the most.

The barometer showed that the poorest families continue to be punished by demands for petty bribe.

"Across the board, low income respondents were more likely to meet demands for bribes than high income respondents. Additionally, petty bribery was found to be on the rise in many regions, compounding the already difficult situation of low income households, as jobs and incomes dwindle in the economic downturn," Low said.

The report found that in Malaysia, 9% of respondents offered bribes in some form in the last 12 months.

Low said that in some countries poor citizens had to pay a bribe just to get their children into school, receive medical treatment in hospitals, or to have water services connected -- the most basic rights as citizens.

"The other area of interest is the 12% who voted the private sector. Although we are not as bad as other countries, corruption in the private sector is on the rise and must be dealt with seriously.

"It has to be tackled at the enterprise or corporate level. The CEO or board of directors will have to set the tone to fight graft. Put in place an anti-bribery policy and a whistle-blowing policy, and integrity agreements must be signed between companies and vendors."

Scope of Political Marketing

Political Marketing is being used and implemented with different names and different shapes since centuries. In 1950 Political Marketing was defined as a separate subject please sees history of Political Marketing for reference and details.

Still this subject is in developing phase and need to do a lot to formally recognize Political Marketing as separate subject. To better understand the scope of Political Marketing I would like to quote two examples. 1st for the country where Political Marketing is being implement since many years and in contrast to this the another country where Political culture is not developed yet in parties as well as political leaders are not aware about Political Marketing.

On 1st hand I will like to quote USA. Where we can see very clear that Americans are implementing Political Marketing since many years in America, before elections the candidates create and develop a philosophy for their election campaign. So they are clear about what they are communicating in their dialogue. At all level their philosophy remains same, their goals, mission and objective does not change, audience to audience and place to place.

What ever they communicate for coalition parties or public, in New York or in any other state, the theme of their communication at all level remains same because they are well prepared, we can’t find any contradiction in their speeches, it builds harmony and trust in public. As a result we can see that in America normally election forecasting is done before elections by survey and pools and election result proofs those predictions.

On other hand I would like to quote an example of a developing country where political culture is not as developed yet. We can see that in Pakistan there is political instability, political leaders in Pakistan are not well aware about the importance of Political Marketing due to lack of knowledge. There is no research, no philosophy and no proper developed campaign. One leader is talking and communicating other things compare to other leader of same party, even we can notice very clearly that same leader is communicating in different way with different theme and objective on different occasions and at different territories. Its due to lack of research, lack of proper philosophy and agenda and without preparation of any centralized campaign. As a result public don’t believe their promises and other parties get advantage of their contradictions, however we can see instability, lack of trust inside party and no clear vision.

If we summarize all discussion and keep in mind both examples its clear that without research, developed philosophy and centralized political marketing and election campaign and theme it is impossible to build public trust and harmony at national level. we must give a direction to political activities to get good results for a better future.

For the reason our organization, political marketing services slogan is “VOTE FOR TOMORROW” that describes well all functions of political marketing at all levels, government, political parties, leaders and for public.

Lee Kuan Yew said the relationship between Malaysia and Singapore has not always been smooth sailing, and so investing in the Iskandar Development Region (IDR) may not always be smooth sailing for Singaporean companies.

This is simply a statement of fact that nevertheless appears to have gotten local Umno leaders into a tizzy.

Every local Umno politician hopes to be in a position to be approving investment flows into the country because to stand as gatekeeper is a very lucrative position, and when public squabbles erupt between Umno politicians about who is the better "protector of malay privileges and rights", it usually means someone just wants a bigger cut of the investment action for himself.

Go figure that one.

Of course, the relationship between Malaysia and Singapore is special because of the race relations issue.

Singapore has been the favourite whipping boy of the Umno-controlled malay vernacular press for the last 50 years, and if anything are seen as even bigger devils than the local Chinese and Indian citizens of Malaysia in the eyes of Malaysia's malay Muslims.

The fact is Singapore's development model has meant that Singapore's malays are far better educated, far better equipped, far better paid, far more self-confident, and self-reliant to deal with globalisation than malay Muslims in Malaysia.

This makes Ketuanan Melayu, malay Agenda, and the NEP look like failed racist apartheid policies that have impoverished everyone except Umno cronies. Of course, Umno must demonise Singapore to maintain the illusion that Umno politicians are nationalists and not parasites, and more so if Singapore happens to be better educated, meritocratic, richer, and safer than Malaysia.

Malay Muslims in Malaysia have been brainwashed by Umno for the last 50 years into thinking that the Chinese and Indians both Malaysians and Singaporeans have gotten rich at their expense, and this perception probably won't change anytime soon because Umno does not have another elections winning formula if it dumps the present demonisation formulas.

Every time Singapore's first world achievements are compared with the sluggish competitiveness, economic, educational, professional, scientific, technological, and social standard in apartheid Malaysia, there is the predictable keris waving, baying for blood, and frothing at the mouth in every Umno up and down the country in Malaysia.

Although Chinese and Indian Malaysians have simply accepted the gross racial discrimination in business, education, and job as a fact of life in Malaysia, the non-apartheid non-NEP meritocratic Singaporean mindset may not have the stomach for this particular type of nonsense in the IDR.

I think Lee Kuan Yew is way too smart to think the demonisation process of the Chinese and Indians in the Umno-controlled malay vernacular press is going to stop anytime soon. How else is Umno going to win elections except by continuing to perpetrate the lie that the orang asing minorities in Malaysia are a threat to the malays?

Nevertheless Lee Kuan Yew may be hoping Chinese and Indian Singaporean investors will not be discriminated against in the IDR in comparison with investors from countries like China, Europe, Hong Kong, India, Taiwan, United Kingdom, and United States.

In the meantime, I am sure it will simply be business as usual for the rest of us in racial and religious apartheid Malaysia.

The truth hurts.

The Chinese or the yellow race is what brings progress. Just look at Asia……….is enough.

Whether they do it internationally or locally they will survive.

We can distinctly see the lowering of Malaysia standards of living as the percentage of Chinese in this country goes down.

In the 70s we were tops with 40 over percent of Chinese and today with only 25 percent we are far behind Singapore, Hong Kong and Korea.

Main reason is the number of such Chinese migrating to these countries - the best ones and rich ones.

Next ten years as the percentage goes even lower, we would be nearing Indonesia or Philippines.

Meanwhile enjoy your stay and the good time.

On the whole as the Chinese spreads out throughout the world, the average standards of these will have much higher standards of living over others.

I think if Lee Kuan Yew is given a free reign to govern Malaysia for just a single term, Malaysia will double its GDP, poverty will be cut by 50%, corruption will spiral down and our jail will be filled with Tun, Tan Sri and Datuk.

Of course it is just a dream but what a nightmare Malaysians are now suffering!

I do respect every point of view from the reader BUT blaming to a religious, races, and nationality is not really touch down the issue.

It is about the people (human) himself/herself. Think about a GOOD CHARACTER. So please do respect people's religious, nationality and races. If there were wrong, it is the person who commit the charges but not his/her religious/nationality/race.

Corruption is massively implemented in the world of business. The fact is that "Corruption tends to occur more in private sectors rather than in the government departments".

The reality is that 90% Chinese engaged in private sectors in Malaysia. Most are Chinese suppliers/vendors.

Have to agree with Anti Cina...no Chinese, no corruption because Chinese are the mother initiators!

Historically, cases of corruption in Malaysia's government departments involved Malay-Chinese and very seldom to encounter Malay-Malay cases. Please recall all the major corruption cases in Malaysia.

I have many 'clean' friends in many gov departments who exposed that 90% of the 'offerers' are Chinese.

The Mother of All Corruptors will never admit..haha. shame.

Yes, a lot of non-malays in Malaysia are leaving this country. But what the hell, they (babiputras) don't care. They are happy that we leave.

I do agree with you of those mentioned, our country is stepping backward, we are loosing in all aspects and yet overdue and retarded ministers are still available on shelf. The ministers think that they are the only ones capable and qualified to be there and not replaceable, otherwise the country could collapse.

Looking at Afghanistan, Iran, Iraq likes looking at this country future. The well connected babiputras are getting richer. This government is spoon feeding the babiputras at this nation expense. I am sick of this country too.

The Barisan government has achieved 0% in reversing the trend of racism.
